About Paul Freeman, MCIP, RPP, PLE
Paul Freeman is a visionary urban planning leader and the founder of Freeman & Associates. With over three decades of public sector planning experience, including as Chief Planner for York Region, Paul has shaped significant planning and economic development strategies.
He has led award-winning Official Plans, housing affordability initiatives, climate action frameworks, and digital transformation in development application processing. At York Region, he oversaw planning for growth from 1.2 to over 2 million people and championed strategies that earned Provincial and International recognition.
Paul is a trusted advisor to municipal leaders, a former Chair of the Greater Golden Horseshoe Caucus of Regional Planning Commissioners of Ontario, and a passionate mentor of planning professionals. He is a Registered Professional Planner, a member of Canadian Institute of Planners, Ontario Professional Planners Institute, American Planning Association, Professional Land Economist, and Lambda Alpha International.
